Scope and Contents The Act of February 21, 1951 created the Commission on Alcoholism and authorized the Governor to appoint members to the Commission. The act recognized alcoholism as an illness and authorized publications to disseminate information concerning alcoholism. The Act of March 7, 1960 abolished the Commission and transferred its powers and duties to the State Department of Public Health.
