Scope and Contents These minutes of the very irregular meetings of the commission are of the transcript variety. Also included are the minutes of two committees of the Commission, Committee Number Five and the Policy Committee. As is true of all minutes, the members of the Commission present are noted at the out­set of each meeting and parliamentary procedure is observed in conducting the business of the Commission.
