Scope and Contents These are the administrative support files for the Factory for the Blind. Originally, these records were created in the office of the Deputy State Director, Department of Family and Children Services. These records were a proposed legislation reference file created by the Office of Special Administrative Services, the legal counsel for the Commissioner of the Department of Human Resources. The files consist of copies of acts and originals of draft bills. From the annotations on the drafts, one may assume that the bills were drafted by this Office.
