Scope and Contents
One of the chief duties of the Office of Planning and Budget is to provide the Governor with research assistance in the fields of intergovernmental issues and management systems. This series contains most of the documentation on a state and local government study authorized by Governor Jimmy Carter in June, 1972. The research team of approximately 40 individuals compiled the working papers in this series is a questionnaire with the form code DK circulated to all school systems in the state. A separate form was requested for each service provided by primary, elementary, upper elementary and high schools in every system. For each level, several questions were asked: (1) availability of service, (2) frequency of delivery, (3) manner of delivery and (4) a typical features and their costs. Other forms list expenditures for various government services from all sources state wide. The records are arranged by various study areas as listed below. For each area a published recommendation was compiled and is often included. The working papers for Health and Family Services apparently were destroyed by some member of the study team working in that subject area.
