Lieutenant Governor - Administrative Services - Correspondence
Scope and Contents
This series contains original and photocopied correspondence received and generated by the Lieutenant Governor in his function of being second in command of the State of Georgia. Included are: (1) letters addressed to the Lt. Governor concerning diverse subjects which often have no connection to the official duties of the office but rather concern controversial issues of the day; (2) memorandums, correspondence and other documents recording the "give and take" of politics in day to day affairs; (3) correspondence from business leaders of other countries with ties to Georgia; 4) reading files oftentimes consisting of copied form letters composed as replies to large volumes of correspondence or multiple replies for a single event as well as single "one on one" replies; (5) replies to invitations; (6) telegrams sent and (7) occasional items that can't be classified as correspondence.
The Lieutenant Governor of Georgia, as stipulated by the Constitution of Georgia, approved August 7, 1945, serves as President of the Senate. He would also serve as Acting Governor in the event the Governor died, resigned or became disabled until the next general election for members of the General Assembly. Additional duties include presiding over sessions of the Senate; certifying the accounts of members of the General Assembly; appointing officers and members of the Senate Standing Committees; serving as an ex officio member of all Senate committees and the Properties Control Commission, Legislative Services Committee; Georgia Commission on Interstate Cooperation and the Western and Atlantic Railroad Commission.
Administrative Services is responsible for providing a broad variety of staff support services. Staff personnel assist in answering the Lt. Governor's correspondence and provide general fiscal and office administrative services.

Arrangement Note
The filing systems vary from year to year and there are major time gaps in this series. For example, there are no letters from 1957 to 1971 or 1972. Overall, however, the files are arranged chronologically and then alphabetically by subject category, such as county, subject, state, etc.
Note: Marvin Griffin's subject files are arranged somewhat differently. His records are broken into three groups: (1) political campaign files arranged by county, (2) ceremonial functions files also arranged by county and, (3) subject files relating to state agencies and administration of the Senate. Some of the county sequences contain large gaps and some folders are empty. All of these files are directly or indirectly related to Griffin's political activities. The campaign files contain lists of supporters and contacts in the counties as well as mailing lists. A number of the folders contain speeches and some miscellaneous files include speeches, materials and news clippings used in the writing of speeches. The county files are arranged alphabetically by county in two sequences, the subject files are arranged alphabetically by subject in two sequences and the miscellaneous files are filed at random throughout the subject file sequences and at the end of the ceremonial functions files. Because there are many obvious gaps with his papers, the researcher is referred to the Marvin Griffin Papers deposited at the Bainbridge Junior College.
