The records are arranged chronologically by year and then alphabetically by broad subject category. The broadness of the subject categories tends to make this series difficult to use. For example, all memorandums are filed together regardless of subject. Furthermore, some of the subject headings listed are so broad that the volume of records included is often quite considerable Finally, some of the alphabetical sequences are suspiciously brief.
