Scope and Contents

This series consists primarily of stapled pamphlets and includes some loose sheets. These printed documents show the role of the Georgia Education Authority (Schools) and the Georgia Education Authority (University) in financing and constructing projects for school systems or the University System from 1950 to 1973. These records are in the Georgia State Financing and Investment Commission record group because the Commission was established in 1973 to oversee the issuance of public debt (See Function Statement). Authorities have not been permitted to issue bonds since 1973. Most of the pamphlets are trust indentures (50 to 65 pages) between one of the authorities and trustees. Trustees are banking corporations (Trust Company of Georgia, First National Bank of Atlanta, Fulton National Bank of Atlanta, and Citizens and Southern National Bank). Each trust indenture pamphlet has an introductory statement which explains the power of the authority to construct and finance a project, to hold title to the property, and to collect rent. The introduction also notes the desire of the institution or system for the project, the nature of the project, and its approximate cost. The second portion of the pamphlet contains an example of a bond and an interest coupon, a certificate of the trustee that the bond is authentic, an explanation of the provisions for registration of the bond holder's name in books kept by the trustee, and a certificate of validation by the Clerk or Deputy Clerk of the Superior Court of Fulton County. The remainder of the pamphlet consists of the indenture setting forth all of the terms under which the bonds are issued. The indenture contains twelve articles including one on redemption of the bonds before maturity and one on the construction fund which has examples of certificates of the contractor, the clerk-of-the-works, and the supervising architect to verify periodical estimates of the cost of a project. Another set of pamphlets (usually 6 to 8 pages) in this series briefly describe the bonds of both authorities and offers these bonds for sale. The pamphlets consist of a description of the bond issue and an official statement which includes a summary of some provisions of the trust indenture and statistical information such as a schedule of annual rental payments and debt service requirements. Some pamphlets combine several bond series and include an official notice of sale and a bid form for each in addition to the description and official statement. Several loose pages which apply to the bonds of the Georgia Education Authority (Schools) make up the rest of the series. The pages consist of schedules of rental payments and payments into other funds.
