The Official Policy Register consists of "volumes" which actually are bundles of material such as photocopies, carbon copies, bond paper, lined note paper, and pamphlets. These bundles are enclosed in manila folders with metal fasteners. The retention schedule for this series states that the register contains "official policy directives of the commission as established by the director or pursuant to board decisions. Policy directives remain in effect until the commission officially changes them. Official policy directives include: (1) policies (2) standards (3) specifications (4) procedures (5) recommendations and (6) policies and procedures of other departments.

Among the formats which board officials use to promulgate their directives are the following: (1) correspondence (2) memoranda (often termed "memorandum for the record" or "memorandum of policy") (3) minutes (4) pamphlets and (5) specimen forms.
