This series contains records of several different physical types enclosed in binders, folders, or envelopes. Carbon copies, photocopies, bond paper, and bound pamphlets make up most of the material. Many of the items in this series are duplicates of material in other series but are filed together here because this series documents enduring policies and procedures and contains the official copy of all commission agreements and commitments. The Official Documents Register includes: (1) correspondence with individuals and agencies, (2) bond issue booklets, (3) closing papers on bond issues, (4) audit reports, (5) accepted bids, (6) specimen forms and bonds, (7) title certifications, (8) legal opinions, (9) consultants' reports, (10) surety bonds, (11) trust indentures, (12) minutes, (13) memoranda, (14) other papers relating to commission activities. The documents are first arranged into either Georgia Education Authority (University), Georgia Education Authority (Schools), or Georgia State Financing and Investment Commission and then chronologically. Each of the early files has a number from one of three numbering systems: (1) file number, (2) ODR number (Official Documents Register number), or (3) year of bond issue Later files have only an ODR number. Files are often difficult to locate because many folders have no numbers on them. The retention schedule states that "all documents are registered on a chronological listing which serves as a finding aid to the series." Although each transmittal is supposed to contain such a listing, none has been located. The researcher will be able to find specific files only with great difficulty. For many of the fiscal years before 1982, this series contains audit reports which are duplicates of those in RGSGSERIES 10-1-9 (Audit Reports) which is a complete set. The Commission ended the Audit Report series after 1982 and has filed all recent reports only in the Official Documents Register.
