Before the creation of the Georgia State Financing and Investment Commission (GSFIC), the Georgia Education Authorities (Schools and University) relied on attorneys outside of state government for opinions concerning policies and documents. Despite the series title, this series contains more than the opinions of counsel. Much of this material consists of correspondence between the Education Authorities and their attorneys and the evidence which accompanied this correspondence. The records retention schedule for this series explains that this series ceased to accumulate in 1973 when the legislature created the GSFIC and appointed the State Attorney General as its paid counsel. Actually, this series contains some correspondence between the Attorney General and the Education Authorities between 1969 and 1973. It also includes opinions of the Attorney General and correspondence with him as late as 1979. This series contains many documents which are duplicates of those in other series or which are closely related to documents in other series in this record group. The Opinions of Counsel folders consist of a variety of materials which have been fastened to legal-size manila folders. Although most of the documents are photocopies, a considerable number are onionskin carbons, yellow second sheets, thermofax copies, and longhand or shorthand notes on legal pads. Manila envelopes fastened to the folders contain the various exhibits which the Education Authorities submitted to their attorneys. Exhibits include correspondence, drafts of forms, memoranda, contracts, and documents relating to the issuing of bonds. This series contains two distinct files. The first two folders originally were called Correspondence with Counsel (Attorney General) and the next four were called Opinions of Counsel. The material in each folder matches the original title on the folder.
