These minutes of the very irregular meetings of the commission are of the transcript variety. Also included are the minutes of two committees of the Commission, Committee Number Five and the Policy Committee. As is true of all minutes, the members of the Commission present are noted at the out­set of each meeting and parliamentary procedure is observed in conducting the business of the Commission. Evidently the existing Constitution at the time was divided up among several committees article by article for study. Consequently, most of the discussion recorded pertains to the existing Constitution and what revisions might be desirable and what were finally recom­mended by the committee assigned to study that particular portion of it. These minutes are difficult to use because of the transcript format. One must wade through a great deal of parliamentary in-fighting and bickering among Commission members to find the actual decision making. On the other hand, the minutes vividly illustrate the difficulties attendant upon such a momentous undertaking. The committee minutes are similar and indicate the laborious work involved in studying each paragraph of each article and discussing same. Unfortunately, minutes of all the committees were not retained. The minutes of each meeting are bound in cardboard and are arranged chronologically by meeting date.
