Secretary of State - Commissions of Public Officials - County Officials
Scope and Contents
This series contains bound volumes of the Secretary of State's Office containing commission certificates and certifications of elected county officers. Each certificate and certification within the registers gives: (1) name of the elected official; (2) position to which elected; (3) name of the county in which official was to serve; (4) date of commission, and (5) name of governor or secretary of state issuing the commission or certification. In the early years the job of commissioning the officers was traded between the Governor and Secretary of State. Nowadays, the Secretary of State certifies the election of the officers to the Governor who then commissions the officers for their respective elected posts. Two basic formats were used through the years. The early format consisted of a printed form within the registers in which all necessary information was written in on the appropriate blanks. The format used in later years was simply a carbon copy of the certification made by the Secretary of State to the Governor for that particular election in which the elected officers and their posts were listed by county. These carbon copies were then bound into a register volume. The pre-1900 registers had indexes which were usually part of the book although some volumes had a separate index stuck inside the register. A few of these volumes were unfortunately mislabeled with the wrong date span. The early post-1900 registers were labeled on the spine with the general election dates and special elections and the inclusive dates the commissions covered. Some pre-1900 registers were kept for specific county offices and can be found in later series of this record group and sub-group. Arrangement Note
The pre-1900 registers were indexed alphabetically by surname of the elected official and some even had the counties indexed. The post-1900 volumes were arranged alphabetically by county but were not arranged chronologically by election date.
