This digest of a report of survey of the University System of Georgia was submitted to the Board of Regents on December 15, 1949. On July 20, 1949, the Board contracted with George .D. Strayer, former Director of the Division of Field Studies of the Institute of Educational Research, Teachers College, Columbia University to conduct the survey. The contract stipulated that this survey should include reports concerning: (1) the elimination of unnecessary units in the System (2) the elimination of unnecessary functions in the remaining units (3) the elimination of unnecessary duplication of essential functions in the various units (4) the functions of junior colleges and whether these units should continue as parts of the University System or should be turned over to local boards of instruction (5) comparative costs of each type of service in each unit of the System and the scope of graduate work and adult education programs (6) a clarification of administrative responsibilities, policies and authority, and a coordination of administrative functions between the different units (7) approved, uniform accounting procedures and efficient purchasing systems (8) the most efficient teaching loads and recommendations with respect to base salaries, policy for salary advancement and the Regents' plan for retirement of aging faculty members (9) student housing and dining hall operations with suggested changes (10) the allocations which should be made by the Legislature to the support of the University System (11) such other procedures as both parties may deem appropriate. It is significant to note that many of the recommendations included in this report and many of the problems identified were not followed or redressed.
