Scope and Contents
In the early 1930's the United States Government sought to help solve the unemployment problem in the United States and improve the public facilities by subsidizing the construction of public buildings, highways, bridges, etc. During this period legislation was enacted to create a number of special agencies which would administer the funding of these projects. Among those agencies created was the Public Works Administration, which would administer the federal funding of, among other projects, dormitories, classrooms, laboratories, libraries, and swimming pools. In the middle 1930's the Board of Regents of the University System applied to the P.W.A. for funds which would be used for the construction of dormitories, classrooms, libraries, laboratories, and other plant facilities used by colleges and universities. The Board also employed architects and construction workers to construct the buildings. The mode of operating the planning of these projects was the following. The Regents would apply to P.W.A. for construction funds. If the funds were approved they would be administered by the supervising engineer employed by the college, the President of the college and the Executive Secretary of the Board of Regents. The supervising engineer would hire architects and contractors to construct the buildings. The president of the college and the Executive Secretary of the Board of Regents would administer the funding of the project. The type of records found in this series include the following: (1) Minutes of the Building Committee of the Board of Regents; (2) Applications to P.W.A. for funds; (3) Contracts and sub-contracts; (4) Correspondence among contractors, sub-contractors, supervising engineers, officials of federal agencies; (5) Blueprints of proposed plant facilities; (6) Lists of number of students, teachers, plant facilities, equipment, and endowments of colleges and universities within the system; (7) Specifications for equipment and furnishings for P.W.A. projects; (8) Notarized statements by contractors and college officials that projects are completed; (9) General Information Sheets regarding Public Works Administration applications; (10) Data Sheets supporting grant Applications; (11) Instructions to Bidders; (12) P.W.A. Approval of Contractors and Sub-contractors; (13) Information for Bidders; and (14) Specifications for Construction.
