Scope and Contents

This series contains a large variety of records pertaining to Georgia school system compliance with the provisions of Title IV of the United States Civil Rights Law of 1964. The first part of the series consists of files containing: 1) correspondence, 2) reports on staff and enrollment by system and school, (3) memorandums, (4) resolutions of the school boards, 5) assurance of compliance forms, 6) form letters setting appointments with the State superintendent, and 7) newspaper articles and other supporting documents. These files cover the years 1964 though 1969 and document the initial years of the desegregation process. They illustrate the role of the U.S. Department of Health, Education and Welfare and the local school boards in this process and the disagreements arising between the two sides as to how desegregation might best be accomplished. The files are arranged alphabetically by county system and then alphabetically by city system.

The second distinct portion of this series consists of: 1) Forms OS/CR (later OCR) 101,2) School System Summary Reports and 102, 3) Individual School Campus Report Forms and 4) Equal Employement Opportunity (EEO-5) reports by school (Beginning in 1982 the EEO-5 reports sent in biannually, instead of annually. OCR is an anachronym for Office of Civil Rights and/or Civil Rights Office. These forms, apparently initiated in 1969, were required to be submitted to the U.S. Department of Health, Education and Welfare by all school systems every October. Each report required that statistical information be provided for five racial categories: 1) pupil membership in system, 2) expelled students, 3) resident school age children not enrolled in system 4) full‑time professional instructional staff, 5) part‑time professional instructional staff. Questions on bi‑lingual instruction and new school construction or acquisition of sites required a yes or no answer. These forms are arranged chronologically by school year and thereunder alphabetically by county school system and then city school system. The box numbering is not consecutive. The next portion of this series contains copies of correspondence, plans and court orders for specific school systems that were found out of compliance with provisions of the Civil Rights Act by the U.S. Department of Health, Education and Welfare. Closely connected with these records are forms sent to the 81 school systems in Georgia under court order to desegregate. These forms were to be used in semi‑annual reports to the specific United States District Court issuing the court order. The forms are similar to the OS/CR 101 forms cited above and required racial percentages and statistics on system‑wide: 1) present enrollment, 2) minority quotient (percentage), 3) student transfers in and out (including Whence from for to), 4) present faculty and staff in system and, 5) faculty quotient. The same figures were also furnished for each school in the system. The percentages or quotients of minority students and faculty members were often indicated in red ink. The next major group of records in this series are comprehensive study or survey reports. These studies were compiled by committees made up of consultants, state education officials, and officials of various school systems in Georgia other than that on which a specific report was made. The studies were evidently requested by the school systems involved to assist in reorganizing their programs to meet requirements of relevant court orders. A typical report may contain narrative and statistical reports on: 1) population and enrollment trends, 2) administrative organization (3) curriculum, 4) organization (of grades) and physical facilities, 5) financial analysis. A report may also include an appendix containing charts on: 1) data on local ability to finance school construction and to maintain and operate public schools, 2) trends in average daily attendance by grade divisions 1961‑71, 3) population trends, 4) average daily attendance by grades and by schools (based on data from first four months of present school year), and 5) trends in enrollment and average daily attendance by schools These reports are arranged by school year and thereunder alphabetically by school system, either city or county. Finally, this series contains a collection of county highway maps and slides of maps collected to determine school busing patterns if necessary. These are arranged alphabetically by school system.

Arrangement Note

As a rule, the various types of records in the series are boxed in the order in which they are listed to the right, but there are some major exceptions. For example, the OCR forms for Fulton County and all city systems are boxed with some comprehensive reports created in an entirely different time period. Consequently, it is important to check the box contents carefully.
