Scope and Contents

These statistical or S‑36 reports are required by law to be submitted by the local superintendents to the office of the State superintendent. Their accuracy is of the utmost importance, as the Average Daily Attendance figures contained therein form the basis for the allocation of State funds. Consequently, each report is signed and its accuracy sworn to by both the local superintendent and the chairman of the local board of education.

A typical report contains the following tables with the same data consistently supplied, with some variations dependent on local school situations: Table I: School plants (white): (a) Name of school (b) Building and grounds (c) Number and type of buildings (d) Number and type of rooms in buildings Value of buildings (e) Number of acres of land in school plot Value of grounds (f) Does the school have, and if so, seating capacity of a Gymnasium, Gym‑auditorium, Auditorium, and/or Lunch room (g) Drinking water and sanitary toilet facilities (h) Number and value of volumes and teaching aids in libraries by type of school and totalled (i) Average number of books used by pupils (j) Value of seats and equipment by type and totalled (k) Grand total value of school plant and per pupil investment in same.

Table II: Number of instructional employees and types of certificates (white): (a) Name of school (b) Regular program instructional employees (c) Total number of academic and vocational teachers including teaching principals and librarians by type of school and sex with totals (d) Type of certificates of academic and vocational teachers including principals and librarians with totals (e)Special programs including adult‑full‑time, part‑time and evening extension, Out of School Youth, veterans (f) Grand total for all teachers (g) Number of four‑year high school graduates by sex.

Table III: Miscellaneous (white): (a) Number of non‑instructional employees in each school by type with totals (b) Per pupil cost of instruction (average daily attendance) (c) Number of failures by grades with totals (d) Kindergarten enrollment by sex with totals and average daily attendance total. Table IV: (a) Average daily attendance by grades with totals for elementary and high schools, yearly aggregates of attendance, lawful and unlawful absences (b) Number of pupils enrolled in other schools in year prior to admission to present school, and (c) Number of days taught by type of school. Table V: Enrollment by. grades broken down by sex with totals for grades, schools and type of school.

Table VI: Pupil transportation ‑ buses, including: (a) Name of driver (b)Type of ownership (c) Name of schools served (d) Make and model (e) Route number (f) Number of trips in morning (g) Daily mileage one way with breakdown by type of road surface (h) Number of days of yearly operation (i) Total yearly mileage (j) Yearly cost of various types of buses broken down by types of cost including 12.5% depreciation (k) Number of children transported broken down by distance from school (l) Amount spent on new buses (m) Yearly cost per pupil and per bus mile. Table VII: Pupil transportation in cars paid for by public funds (Same data as Table VI) and summary of white pupil transportation data broken down by bus, car and per diem in lieu of transportation.

Tables VIII‑XIV duplicate the preceding tables for colored schools. Table XV: Figures to be used in calculating distribution of State funds including: (a) Average daily attendance by grade and race (b) Children living in system but attending other schools (c) Children living in other systems but attending schools in this system (d) Net A.D.A. signed by chairman of the board of education and the local superintendent.

Table XV: (a) Figures to be used in calculating distribution of State funds (b) Total local school tax collected with rate indicated and signed by the county tax collector.

Table XVI: Summary statement concerning teachers employed broken down by race and source of salary monies.

Table XVII: Evening school data including number of teachers by race and sex, enrollment by age and sex, and combined A.D.A. by age with totals. Table XVIII: Schools according to size broken down by race and number of teachers employed.

Table XIX: Number of system‑wide school employees including: (a) Administrative assistants (b) Instructional supervisors (c) Visiting teachers (d) Attendance officers (e) Maintenance personnel (f) Lunchroom management personnel (g) Librarians (h) Clerical personnel (i) Others, all by race with totals.

Table XX: Number and type of certificates held by system‑wide employees by type of employee.

Table XXI: Enrollment by grades and ages for white schools.

Table XXI: Same as above for colored schools.

This typical 18‑page format differs slightly from year to year with a general tendency towards increased brevity. A major revision in January, 1965, eliminated the racial breakdown and thereby shortened the reports by about one half.

Arrangement Note

The reports are arranged by year and then alphabetically by system name. Moreover, in the earlier years independent or city systems were arranged separately from the county systems. Consequently, it is important to note the boxing arrangements in the inventory list.
