This manual was designed primarily to serve as a guide and reference work to the managers who represented the Department in the field offices of Georgia. It dealt wholly with policy, procedure and State and Federal legislation, but was not to be considered the ultimate reference work on these subjects. The purpose of this manual was to aid the field offices in rendering advice to veterans as to their benefits, in giving information on processing claims, and in furnishing valuable information regarding veterans' legislation. It is important to note that the manual was designed to be updated frequently as laws changed, and the entire manual was revised several times.
