Scope and Contents
This series consists of photocopied quarterly reports, original correspondence, photocopied press coverage items and proposals generated by the Georgia Department of Consumer Affairs in its effort of administering and managing the Energy Consumer Protection and Education Demonstration Project. The forerunner of this project was an Energy Frauds Project begun in October, 1977 to protect consumers from fraud and misrepresentation in the sale and installation of energy saving products, and to develop preventative educational materials in this area. The records of this series concern the Energy Consumer Protection and Education Demonstration Project begun in 1978 which continued the consumer protection functions of the Energy Fraud Project and expanded upon its educational activities with an emphasis on elderly, low income and handicapped consumers. The goals of the Energy Consumer Protection and Education Demonstration Project 1. To assess the problem of energy frauds and misrepresentation in consumer goods and services; 2. To identify information necessary to prevent problems; 3. To prepare an educational brochure targeted to low income, elderly and handicapped consumers; 4. To resolve energy related consumer cases; 5. To prepare an analysis report of findings; 6. To prepare an informational manual for OCA staff and coordinators. Funded to 1979, the project met most of its goals with the biggest barrier and disappointment being lack of funds to purchase and/or test the energy saving products it made consumers aware of. The Office of Consumer Affairs is the State consumer protection agency. The Office enforces the Fair Business Practices Act of 1975 which prohibits the use of unfair or deceptive practices in retail transactions. This agency also works to prevent the occurrence of unfair and deceptive business practices through 1) enforcement, 2) education and 3) exposure.
