Scope and Contents

This series consists of bound four-year program plans submitted annually by the 10 State mental health and mental retardation institutions, the 34 mental health centers and the 3 consortia presently operating in Georgia under the direction of the Department of Human Resources. Also included is the drug abuse plan for Metro Atlanta and evaluations by the Evaluation, Statistics and Planning Unit of all these plans. These plans, bound per facility or consortium number, generally include (1) name; (2) facility or consortium number; (3) geographic area served and years covered by the plan; (4) an introduction describing planning, value assumptions, mission statement, long & short range goals and a statement of major social and economic facts which affect the plan; (5) a needs assessment section containing estimated unmet need data for each primary disability age group service modality class and a brief description of high unmet needs; (6) a description of physical facilities; (7) analysis of staff; (8) description of existing programs and services; (9) discussion of four special issues including: (a) preadmission screening, (b) continuity of care, (c) alternatives to hospitalization and (d) percentage of minority group patients served; (10) coordination; (11) discussion of advisory council activities and facility support; (12) financial analysis of service costs and sources of revenue and (13) planning objectives (which are linked to continuation and improved budget requests and distribution of state taxes). In addition, a 26 item Planning Objective Form is completed for each objective and applies to only one budget function. Objectives are prioritized within each of the 4 years. The consortium plan objectives are drawn directly from facility plans and put in priority order according to the Consortium. Each plan includes statements by the advisory council, the lead County Board of Health, and health system agencies that the plan has been revised. Also included with this series are Directories of Services, planning guidelines and computer printouts of objectives and needs assessments. The Directories of Services are very useful in that they provide a complete listing of public agency mental health and mental retardation services in Georgia. Included are programs serving clients with mental or emotional problems, mental retardation problems, drug abuse related problems and alcohol abuse problems. They are arranged chronologically/alphabetically by date/county.
