Scope and Contents
This series contains: correspondence, (both incoming and copies of outgoing); bonds; transcripts of testimony; deeds for state property; copies of checks and other fiscal records; accounting reports; copies of special and regular audit reports; property appraisals; election results; and affidavits and various other exhibits used in cases against in- dividual state employees and departments. These records partially document the work of the auditor's office as well as the role played by individual state auditors on other state boards and commissions. The series is undoubtedly only a portion of all the records generated by the office. There are gaps in the chronological time sequence, there are overlapping time sequences and there are vast discrepancies in the volume generated from one year to the next. Another problem facing the prospective researcher is the fact that many of the file folders were unlabelled and other records were never placed in file folders. In many such cases, the original intent of the filing clerks was impossible to determine and a miscellaneous file was the only alternative. Yet another problem is the widespread use of letters of the alphabet for file folder headings in lieu of subjects. in these instances, correspondence received and addressed to individuals with surnames beginning with a particular letter and occasionally state agencies beginning with a particular letter are so filed. Much of the correspondence is of a routine nature including many requests for copies of the annual audit reports and verifications of employment dates for former state employees. Some few files, however, are highly significant as they document the state auditor's role in charges of fiscal irregularity in state government. It is interesting to note in particular the involvement over a long period of time of the State Highway Department in such suspicions.
