Scope and Contents Each Agency of the State Government prepares a procedures manual annually. These manuals formalize the policies, lines of authority, responsibilities and duties of each sub-agency and other operating mechanisms so as to assure an optimum guidance of their personnel as they perform their duties on a daily basis.
