Scope and Contents

This series consists of (1) minutes of meetings; (2) copies of news articles concerning Agency activities; (3) copies of resolutions, memoranda, laws, etc., relating to Agency policies; (4) correspondence and memoranda to and from Agency members, other State Officials, company representatives, attorneys, federal agencies, etc., relating to marshland activities (including the acquisition of Cumberland Island as a National Park; (5) Permit Committee papers including minutes of meetings; (6) Applications to Alter Marshlands and (7) related correspondence, maps, drawings, detailed project reports and construction plans submitted by companies and individuals for approval by the Committee. Sample minutes from the various meetings include (1) acquisition of Sea Pines Plantation for use as a State Park, (2) permitting or denying certain major corporations in Glynn County the right to dump waste material or to build settling basins into the surrounding marshlands, (3) permitting or denying certain channels in McIntosh County to be dredged and (4) denying the filling of certain marshlands in St. Mary's, Georgia. Georgia law provides: "No person shall remove, fill, dredge or drain, or otherwise alter any marshland in this State within the estuarine area thereof the Georgia coastal marshlands without first obtaining a permit from the Department of Natural Resources". (Ga. Laws 1970, p. 943 and as amended). The Georgia Coastal Marshlands Protection Agency, to insure that the foregoing law was enforced, was charged with the responsibility of assuring that marshlands were not altered in such a way as to affect navigable waterways, contribute to increased erosion, cause shoaling of channels, or interfere with the conservation of wildlife or other natural resources. It was only through this Agency that permission was granted to alter coastal marshlands. The Agency existed from 1970 to 1973. Today, its former functions are administered by the Coastal Resources Division, Department of Natural Resources. For files after 1973, please see Record Group 86, Subgroup 6.
