These annual reports were submitted to the Governor as required by Section XIV of the Act of the General Assembly of 1878 creating the Georgia Railroad Commission. Although the format and length of these reports changed considerably from year to year, a random sample volume would contain: (1) a relatively brief narrative report on the year's activities (2) recommendations for the future including amendments to acts, safety innovations and regulations (3) opinions of the special attorney (4) comparisons of expenses and appropriations of various state railroad commissions (5) copies of rules and regulations (6) formal complaints and petitions filed with the commission during the year arranged by file number (7) a copy of the Act of 1878 creating the Commission and copies of subsequent amendatory acts (8) the portion of the Constitution of Georgia pertaining to railroad regulation (9) a summary of the general orders of the Commission (10) a summary of the circulars issued by the Commission concerning rates, rules and other regulatory amendments during the year (11) general rules of the Commission (12) passenger and freight tariff classifications (13) standard tariff graphs (14) directions for computing rates (15) an extensive classification list indicating carrier's and owner's risks for freight and rolling stock (16) distance tables for every Georgia railroad (17) rules, tariffs and classifications governing express companies (18) statements of financial operations for railroads, terminal companies, telegraph and express companies, cotton compress companies, street railroad and gas and electric companies and telephone companies.
