Biographical / Historical
Loretto Chappell was the daughter of Henrietta E. Kincaid and Joseph Harris Chappell, president of the Georgia Normal and Industrial College, Milledgeville, Georgia, from 1892 - 1901. Miss Chappell served as Child Welfare Director of the Georgia Department of Welfare from 1946 - 1951. In 1951, she was investigated by the Georgia House of Representatives' Special Investigating Committee who, along with her superiors, questioned her abilities in the field of public welfare and conducted a smear campaign against her with reference to her beliefs on race relations and communism.
