Scope and Contents These are position papers created in the review of Federal project grant proposals. Whenever a federally funded project is initiated, a summary of the proposed project is submitted to the State Clearinghouse of the Office of Planning and Budget. The Clearinghouse forwards copies to interested State agencies which assay the potential impact of the project on their field of interest or jurisdiction.
