This series consists of annual progress reports submitted to the controlling authority of the Milledgeville Youth Development Center by the Superintendent Director. Originally named the Georgia Training School for Boys, the institution is charged with the care, education, and teaching manual trades and suitable vocations to the incorrigible and delinquent boys committed to its care by the various courts of the State. In July, 1949, the institution was divided into the Milledgeville Division and the Colored Division located in Augusta. Until 1932 the reports are biennial and are annual thereafter. All reports are on a fiscal year basis. The reports for the years 1949 through 1962 cover both institutions. Reports after 1962 cover only the Milledgeville Division.

Information included in the reports through 1935 consists of a general statement of the year's activities plus a listing of receipts and showing population in the institution by county where the boy lived when committed. Information included in the reports for the years 1936 through 1941 consists of a general statement of the year's activities plus the following information: (a) Statement of Population Movement, (b) Counties Represented in Population, (c) Counties from which Boys were Admitted the Number from each County, (d) Relative Academic Level to Chronological Age of Boys in the Institution, (e) Routine Medical Services Rendered, (f) Charges on which the Boys were Committed to the Institution, and (9) Parental Data on Boys in the Institution. Information included in the reports for the years 1942 through 1968 consists of a general statement of the year's activities and a chart of population movement in the institution.
