This series consists of the published State of Georgia Budget Reports presented to the General Assembly. Each budget report is in three parts: Financial Display, Program Display, and Capital Budget. For the fiscal year 1973 all three parts are contained in one volume. Budgets for the fiscal years hence are in three separate volumes. Volume I is the Financial Display. It contains the Governor's estimate of revenue to be collected and the Governor's recommendation of appropriation to each State department for the fiscal year. Along with the Governor's recommendation for each department is a list of the department's request for the fiscal year and a list of the department's past fiscal year request and expenditure. Volume II consists o£ the Program Display. Current, requested, recommended and projected (5 years) expenditures are displayed, and program data provided in brief, narrative form for the seven major program categories. The seven major program categories are: (1) intellectual development, (2) human development, (3) transportation and communications, (4) economic development, (5) protection of persons and property, (6) natural environment, and (7) general government. Volume III consists of the Capital Budget. This volume lists the capital budget for the next fiscal year and capital outlay needs as projected by State departments for the next four fiscal years. Included also are summary statements showing: (1) total funds recommended for capital outlay by the Governor and general obligation bond expenditures by State departments for the fiscal year, and (2) a summary of authority lease rental and general obligation bond payments from the State general fund for the past two fiscal years, the amounts budgeted for the current fiscal year, and the amounts recommended by the Governor for the next fiscal year. If a State department had no expended capital outlay it is not listed. This series also includes, where noted, a copy of the guide for preparation of the budget, issued by the Office of Planning and Budget.
