This series contains copies of briefings compiled for the Governor by the Intergovernmental Relations Division of the Office of Planning and Budget and sent to the News Press Division, formerly known as the Press Secretary's Office, of the Executive Department. As part of its responsibility for continuous study and analysis of intergovernmental issues affecting Georgia, the Intergovernmental Relations Division prepares documents on those issues for the Governor's information. Copies of these records are sent to the News Press Division because it assists the Governor in preparing speeches as a part of its responsibility for the public relations of the Executive Department. The documents include: (1) memoranda enclosing suggestions for: (a) remarks and presentations given by the Governor (b) position papers to be presented by officials of other states along with short analyses (c) reports preparing the Governor to participate in special sessions of conferences (2) studies on requested topics concerning Georgia's relation with other states and the federal government (3) agendas of meetings (4) biographies of important politicians attending meetings (5) other materials used to instruct the Governor on intergovernmental affairs. The briefings pertain to the National Governors' Conference, the Southern Governors' Conference, Southern Growth Policies Board, and various intergovernmental issues in which the Governor was involved. Some of the issues include: (1) economic development (a) regional growth and economic equity for the South (b) federal/state/local development as exemplified by the Appalachian Regional Commission authorized by the Appalachian Regional Development Act of 1965 and by Regional Commissions authorized by Title V of the Public Works and Economic Act of 1965 (2) environmental development (a) dam safety (b) tri - rivers waterway (c) water conservation (3) community development (a) health (b) education.
