This series consists of zero-based budgets, in loose leaf binders, deposited by all state agencies with the Office of Planning and Budget of the Governor's Office for approval of their future appropriations. The budget proposals are drafted into a "decision package" which contains narrative and statistical data. The decision package outlines: (1) the purpose, descriptions and achievements of the functions; (2) the consequences of disapproval of the request; (3) alternate actions at a lower cost; (4) methods of performing the action if a different one warrants, and (5) source of funding.
