Scope and Contents

This series consists of: (1) Annual reports of the Georgia Department of Education, (2) Copies of annual goals and objectives of the unit, (3) Summary reports of yearly activities of the unit for the fiscal year, (4) Related memos and feeder documents, (5) Plans, (6) Reports, (7) Meetings, and (8) Additional material relating to the administration of the Program for Exceptional Children Section. More specifically, some of the documents show the unit's goals, one of which is to provide comprehensive educational programs for all exceptional children, ages 3‑20 years, within a certain time frame in accordance with certain house bills enacted by the General Assembly. An example of the unit's objectives, tabulated by the different types of handicapped children, spells out total program initiatives in regard to: (1) actual, current and projected population of eligible students, (2) personnel trained to teach the handicapped, (3) indicators such as cost per child and teachers' salaries, (4) objects, and (5) types of cost and sources of revenue. Another and later example of the documents are the charts of goals and objectives, activities, proposed method for accomplishing activity, time frame and person(s) responsible. The Program for Exceptional Children Section is responsible for providing planning, consultation, monitoring and technical assistance for the 187 local school districts, 16 Georgia Learning Resources System centers, 24 psychoeducation centers and 16 Cooperative Education Service Agencies in the program for exceptional children. This unit annually evaluates the LEAs (Local Education Agency) serving handicapped children to determine compliance with the regulations and procedures governing special education, as mandated by Public Law 94‑142, Education of All Handicapped Children Act, and Georgia's Annual Program Plan for Education. Units in this Section include: (1) Mental Handicaps, (2) Physical Handicaps, (3) Georgia Learning Resources System, (4) Centers for the Severely Emotionally Disturbed, (5) Federal Programs & Special Projects and Evaluation and Assessment (Public Law 94‑142)
