These executive orders are very similar to memorandums from the Director. They are addressed to various audiences ranging from all Department personnel to specific individuals, and deal with policy and procedure changes, veterans' legislation amendments and appointments to Departmental posts. A second category includes normal Departmental personnel matters which are very similar if not identical to those of other State departments. These executive orders are very similar to the Field Letters in Series 9, and like them often supplement the Field Office Manuals of Series 7.
