Scope and Contents
This series contains codified documents and several pamphlets published by the Bureau of Employment Security for the Department of Labor as directed by the Federal government. The Manual, consisting of a preface and five parts and issued to State employment security agencies, contains the basic standards for effective unemployment insurance and public employment service operation; that is, all policies, programs, and other instructions of a continuing nature issued by the headquarters office of the Bureau of Employment Service. It also contains recommended and prescribed procedures for effectively carrying out these programs and policies. The parts of the Manual are as follows:

Part I - Organization and Management: Organization of the Uses of the National Office, Uses of the Regional Offices Organization, Local Office Organization and Management, and Local Office Premises and Layout
Part II - Employment Services and Programs & Procedures: Objectives and Regulations, Placement Process, Special Service to Veterans, Employment Counseling, Community Participation, Services to Special Application Groups, Special Industry Programs, Reception, Structure and Maintenance of File Units, Group Relations, and Public information
Part III - Reports and Analysis: General information, Employment Wages and Contributions, Local Office Activities, Employer information Transcripts, Benefit Appeals, Report of Work Stoppages, and Verification of Statistical Reports

The Manual materials are issued to State agencies under cover of serially numbered Manual Transmittal Letters. Each transmittal letter consists of two major parts: an explanation of the attached Manual material and instructions for making such changes in Manual copies as are occasioned by issuance of the letter. The Manual letters are divided into chapters, the chapters are further divided into sub chapters which are given a numerical sequence and each sub chapter is then broken down into subordinate groupings and sections.
