This series is composed of a bound volume containing the report and recommendations of the Committee on Economics and Efficiency. This committee was formed at the direction of the House of Representatives under the provisions of Resolutions 9 and 206 passed in the 1939 regular session of the General Assembly. These resolutions required the committee to investigate several of the State departments by examining the cost of operating each including the number of employees and salaries paid, in the interest of economy in State government. The material contained in the report includes the following: tables containing summaries of appropriations to each department, bureau or agency for the years 1935-39, the amounts each received in actual payments, and the percentages of increase or decrease of the 1939 appropriations compared to those of 1935; specific recommendations in each department or agency which fall into the following categories: additions or deletions of future appropriations, transfer of duties from one agency to another, increase or decrease of activities of an agency, changes in methods of financing agency activities, transfer of sub-agencies to other departments, or new sources of taxation; discussions of certain agencies with comments and explanatory notes; opinions of the Attorney General as requested by the committee concerning legal duties and responsibilities of various departments and agencies of State government; and communications from the committee to the House of Representatives and Governor.
