Scope and Contents

This series consists of documents relating to all areas of responsibility of the State Properties Commission, the central state agency accountable for the acquisition and disposition of state property. This property contains the following categories: 1) the Western and Atlantic Railroad and all associated property, including that in Tennessee 2) the property in Atlanta on which the Governor's Mansion once stood 3) any state-owned real property which the General Assembly has transferred to the Commission without instructions for its disposition 4) any state-owned real property which the Governor has placed in its custody through executive order For the best utilization and protection of state property, the Comnission fulfills the following functions: 1) implements leases and sales a) contracts for the preparation of a report, prior to advertising for bids for lease or sale, to enable the Commission to arrive at a fair valuation of the property b) writes lease or sale proposal for submission to the General Assembly c) negotiates and prepares amendments to existing leases for submission to the General Assembly d) settles any claim arising from any lease or grant of rights in property 2) manages property a) maintains current inventory b) inspects property under lease, rental agreement, or revocable license to ensure its proper maintenance c) deals with any unauthorized use of land d) insures improvements on property against loss or damage e) pays taxes legally levied by Tennessee. The types o f records included are: 1) documentation of property transactions, including leases, bills of sale, easements, rental agreements, and revocable license agreements 2) correspondence with public officials and citizens regarding the use of state property 3) memoranda circulated among Commission members 4) reports on the appraisal of land and recommendations for its best utilization 5) copies of acts of the General Assembly involving state property 6) audit reports 7) records referring to legal disputes such as suits and opinions of the Attorney General 8) notices of meetings of the Commission 9) published material 10) other documents relating to the mission of the Commission Many of the documents pertain to the use of property owned by Georgia in Tennessee, the lease of air rights, the disposition of the site of the old Governor's Mansion, etc.
