Included are reports of periodic routine inspections of public work camps and prison branches. Also included are reports of investigations that were conducted whenever there were incidents or whenever there were reports of misconduct by either inmates or prison staff. The inspection reports are evaluations of the facility. The format used in recording the inspections was changed at one point, but in either format they covered several criteria in each of the following categories: a. religious program, b. educational program, c. personnel (number and training of staff), d. buildings (type and adherence to safety standards), e. equipment and facilities (condition and quality), f. custody and security procedures, g. inmate control and discipline, h. work programs, i. kitchen and dining facilities, j. food service, k. medical and dental service, l. housekeeping and sanitation, m. inmate personal hygiene, and n. inmate welfare and recreation. Also, the reports usually included recommendations for improvements. Generally, the inspections were made about nine times per year and were made by a staff of inspectors. Investigations were generally made by the inspectors in response to complaints. Types of charges investigated include such things as drunkenness of guards, use of dope by inmates, thefts of equipment, escapes, fires, fights among inmates, or mistreatment of inmates by guards. In most cases the reports consist of memos to the Director summarizing findings but in some instances affidavits or other statements of witnesses are included.
