Scope and Contents

This series consists of: (1) general office correspondence, (2) memorandums, (3) bulletins, (4) pamphlets, (5) reports, (6) printed material, (7) fiscal records, and (8) other papers relating to the overall administration and function of the Department of Corrections from the 1940s to the 1970s. Most files concern the routine administrative operations of the prison system including: (1) personnel matters, (2) development and administration of the Department's budget, (3) construction and renovation of prison facilities, (4) allocation of equipment and supplies to various branches, (5) orders to transfer prisoners from one location to another, (6) security bonds for prison officials and employees, (7) employment of prisoners in public projects, and (8) implementation of health, fire and safety standards. Among the many subjects, files in this series cover: (1) the various county work camps and prison branches (see also RGSGSERIES 21-2-23, Administrative Subject Files Concerning State and County Institutions), (2) the establishment and implementation of prison system policies, and (3) the projection of long and short term goals for the care and rehabilitation of inmates. Other files contain: (1) correspondence with state and federal agencies, (2) reports to the Governor and the General Assembly (especially those committees which oversee the Department's operations), (3) reports from various state and federal investigative agencies, and (4) the correspondence with several professional organizations. This series includes reports of investigations into incidents, of both major and minor consequence, involving prisoners and prison staff. In some instances these reports provide extensive coverage of a particular incident, for example, the file containing interviews with and psychological profiles of the prisoners involved in the 1957 Rock Quarry Prison Branch protest. Also included are reports, published articles, and typescripts of speeches by Department officials, summarizing the Department's achievements. Records from the 1940s in this series contain much information pertaining to certain reforms in the state prison system outlined and implemented in that time period.
