Scope and Contents This series is an album of photographs of bridge and on grade crossings of State highways and tracks of the Seaboard Air Line Railroad (now the Seaboard Coast Line Railroad). The album is not dated but the pictures seem to have been taken in the late 1930’s. The pictures were taken by the office of the Bridge Engineer. TOPICS--Traffic Operations Program for Improving Capacity and Safety--was a program originated in 1970 and designed to provide funds for implementing solutions to congested and hazardous locations and corridors within urban areas.
