These published, widely distributed annual reports were generally designed to account for all taxes, fees and other funds, including Federal, deposited with the State Treasurer and all payments made on proper warrants drawn on this Georgia Constitutional officer. The format of these volumes changed considerably, however, over the years. A typical volume (if there be such an item) might record the balance in the treasury and an enumeration of assets and liabilities at fiscal year's end, an itemized statement of the public debt (in those years when this was Constitutionally permissible in Georgia), quarterly reports of receipts and disbursements, a list of state depositories and lists of special Federal fund deposits. Some of this information was presented in the form of numbered abstracts or exhibits. The length of the volumes varied greatly, depending on whether or not detailed audits of banking depositories were included. At one time, the State Treasurer also served as State Bank Examiner. In some years both lengthy and abbreviated reports were made and both are included in this series. Strangely, the titles on both types of reports are identical. Beginning somewhere in the middle teens, only abbreviated reports are available. The State of Georgia changed its reporting period or fiscal year at least twice during the date span represented. Another change to note is the inclusion of two annual reports in one volume. This began in 1937 and ceased in 1954. All reports contain tables of contents sometimes erroneously termed indexes. In the Georgia government reorganization of 1972 the Office of State Treasurer was abolished.
