Scope and Contents
This series contains two forms documenting the allotment of State Department of Education funds to county and city school systems. Although the series title indicates that only allotments for teachers' salaries are included, such is not the case. Allotments of transportation funds are also included both on a separate form and on the teacher allotment form as well. The forms are actually mimeographed copies of letters addressed to all the local superintendents from the State Superintendent. Consequently, much information is given as to the formulas used in figuring the allotments, rules and regulations for filling out the forms, recent decisions of the State Board of Education and salary schedules. The teacher allotment form, the more important of the two, indicates: (1) the number of elementary and high school teachers and the totals for both white and black schools in each system (2) special teacher units such as (a) visiting teacher (b) instructional supervisor (c) regional librarian (d) Jeanes teacher (e) city superintendent (f) specialized teacher for exceptional children (3) expense funds (4) pupil transportation funds (5) charge back to local systems (6) contingent funds to relieve hardships, and (7) capital outlay funds. Only this first page of a two‑page letter plus a two‑page explanatory schedule enclosure are included for each school system as all the blanks to be filled in are on the first page. A complete text of the letter and enclosure is included, however, at the beginning of the sequence of teacher allotment forms. Both forms are bound in post binders by school year with the transportation forms placed first alphabetically by county system and the teacher allotment forms second alphabetically by county system with city systems placed behind the county in which each is geographically located.
